UPFA MP says ‘three parallel governments’ causing chaos

COLOMBO (The Island/ANN) - Three parallel governments in the form of different factions partial to the President, Prime Minister and now the Speaker has created chaos, says UPFA MP Dayasiri Jayasekera.

UPFA Kurunegala District MP Dayasiri Jayasekera told Parliament, on Wednesday, (21) that the country was in chaos as there were parallel governments.
Jayasekera said that there was a government by President Maithripala Sirisena and another by Prime Minister Ranil Wickremesinghe, while Speaker Karu Jayasuriya too tried to run his own government by taking over the tasks of other ministries and departments.
"Officials and the public are confused. It is so unfair that the Speaker has sought to aggravate the situation by meddling with affairs of ministries."
The MP said so after Speaker Jayasuriya announced that the Constitutional Council had instructed the National Police Commission to expedite police promotions.
Jayasekera: That is the minister’s job. What is the use of that ministry if the Speaker runs his own government through various apparatuses? That is one example for the mess we witness today. There are several governments".
Minister Lakshman Kiriella: You, too, voted for the setting up of the Constitutional Council. Now you are talking against it.
UNP Ratnapura District MP Hesha Withanage raised a question on the delay in promotions of police constables, and State Defence Minister Ruwan Wijeawardene said that he would instruct the ministry officials to rectify the errors and a proposal had been made to promote every constable with 12 years of service and a clean record to the rank of sergeant automatically.
Speaker Jayasuriya then said that the matter had also been taken up at the Constitutional Council. "We had a meeting attended by the members of the Constitutional Council, the National Police Commission and the IGP. The matter was taken up there. It was agreed to expedite that process. A solution will be evolved soon."
Jayasekera asking for clarification from the Chair questioned how the Constitutional Council had usurped the functions of a ministry. "The matter of finding solutions for the promotions of policemen is an issue coming under the Law and Order Ministry. When the Speaker takes up the ministerial tasks what is the use of having those ministries.
Speaker Jayasuriya: It is your opinion. There was no such thing.
